The income distribution system centered on labor-based distribution while allowing other forms of distribution to coexist is an essential part of basic socialist economic system. It demonstrates the strengths of socialist system and is aligned to the development of productive forces in the primary stage of socialism. We will build an institutional framework for primary, secondary, and tertiary distribution which have different functions in promoting common prosperity and are well coordinated and mutually complementary.
要發揮好初次分配的基礎性作用，努力提高居民收入在國民收入分配中的比重，提高勞動報酬在初次分配中的比重。堅持多勞多得，鼓勵勤勞致富。
We will leverage the fundamental role of the primary distribution by increasing personal incomes as a proportion of the national income and raising the proportion of the primary distribution of income that goes directly to wages and salaries. We will ensure more pay for more work and encourage people to achieve prosperity through hard work.
促進機會公平，增加低收入者收入，擴大中等收入群體。完善按要素分配政策制度，探索多種渠道增加中低收入群眾要素收入，多渠道增加城鄉居民財產性收入。
We will promote equality of opportunity, increase the incomes of low-income earners, and expand the size of the middle-income group. We will improve the policy system for distribution based on factors of production, explore multiple avenues to enable the low- and middle-income groups to earn more from production factors, and increase the property income of urban and rural residents through more channels.
要加大稅收、社會保障、轉移支付等的調節力度。完善個人所得稅制度，規范收入分配秩序，規范財富積累機制，保護合法收入，調節過高收入，取締非法收入。
We will enhance the roles of taxation, social security, and transfer payments in regulating income distribution. We will improve the personal income tax system and keep income distribution and the means of accumulating wealth well regulated. We will protect lawful income, adjust excessive income, and prohibit illicit income.
要建立健全第三次分配機制，引導、支持有意愿有能力的企業、社會組織和個人積極參與公益慈善事業。
We will introduce and strengthen tertiary distribution, providing guidance and support for enterprises, social organizations, and individuals who have the desire and ability to actively participate in charitable and public-interest initiatives.
